Scanned 166 KR Challenger games and pulled 21 of them. Ignite and Flash appeared 21 out of 21, Thunderous Sky 19 out of 21. The lane opponents skewed heavily towards tanky engage supports.
Let me say it up front: support Pantheon is not really that off-meta. It has been around in some numbers for a while and is no exotic pet pick. Still, when I scanned the last 166 KR Challenger games and pulled out 21 of them, out came a 17-4 record and a template far tighter than I expected.
What Pantheon actually does

What carries as a support is W and E. W jumps in from 600 and lands a stun, which means he can start a fight on his own. E erases frontal damage while he keeps swinging, so cutting into a brawl does not just melt him.
Then there is R at 5500. That is enough to leave lane and drop onto another one, which is outrageous mobility for a support to hold.
The build was nearly fixed

Thunderous Sky 19, Bloodsong 18. Almost every game stacks the same two. From the third item Black Cleaver leads with 7, but that slot scatters depending on the enemy.
Boots split right down the middle, 7 Mercury's and 7 Swiftness. Heavy enemy CC means Mercury's, otherwise take the movement. A straightforward fork.
As for summoner spells, Ignite and Flash in 21 games out of 21. At that point it stops being a choice and becomes a premise. Walk up, stun, burn them down: the design runs on a single track.
The matchups skew cleanly too

Leona, Rell, Nautilus, Alistar. What lines up is tanky engage supports, one after another, and Rell and Nautilus never won.
I think the answer is E. Supports like these dive in from the front and land their CC, and Pantheon's E negates damage from exactly that direction. He puts a lid straight onto their strongest move.
The only even one is Shen at 2-2. Shen would rather shift the map with his taunt and ultimate than trade head-on. Against someone who refuses to stand in front of you, the shield stops meshing.
His partners were mostly mages
The names in the ADC slot were Sylas, Syndra, Viktor, Ziggs, Xerath and Mel. Six of eight pairings were mages, so this lives right next to the bot-lane mage setups.
Pantheon jumps in and pins them with a stun, and the area magic falls from behind. A mage chipping at range, plus someone whose job is to erase the gap. The fit reads easily.
How the wins differ from the losses

The losses were short, with only about 60% of the damage. They did not lose long games; the game broke early and ended before anything happened.
Put the other way, take the initiative early and it closes out around the 25 minute mark. Average CS is 29.6, so he is not eating farm either. A vision score of 83 says the wards do go down: this is not a build that abandons the support job.
Wrap-up
Support Pantheon starts with W, lids the enemy engage with E, and finishes with Ignite. The plain fact that the spells and core items are the same nearly every game shows it directly: the plan is locked to a single line.
He is strong when the lane opposite leans tanky engage. Against someone like Shen who will not stand in front, it drops back to even. Twenty-one games is a small sample, so discount the win rate itself, but the rigidity of the template comes through clearly.
